For the last few months, Boeing has been in panic mode as one of it\u2019s most popular models, the 737 has been grounded and decertified for flight worthiness. It\u2019s been tracked back to a design error along with a serious group of software errors. Now, it\u2019s come out that Boeing didn\u2019t do the programming of the flight systems in house, they outsourced it&#8230;To India. Here are the details <a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2019-06-28\/boeing-s-737-max-software-outsourced-to-9-an-hour-engineers\" target=\"_blank\" rel=\"noopener noreferrer\"><b>from Bloomberg<\/b><\/a>:<\/p>\n<p style=\"padding-left: 40px;\"><b>It remains the mystery at the heart of Boeing Co.\u2019s 737 Max crisis: how a company renowned for meticulous design made seemingly basic software mistakes leading to a pair of deadly crashes. Longtime Boeing engineers say the effort was complicated by a push to outsource work to lower-paid contractors. <\/b><\/p>\n<p><a href=\"https:\/\/i0.wp.com\/angry.net\/blog2\/wp-content\/uploads\/2014\/07\/The-Good-Idea-Fairy-3.jpg\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-medium wp-image-15417\" src=\"https:\/\/i0.wp.com\/angry.net\/blog2\/wp-content\/uploads\/2014\/07\/The-Good-Idea-Fairy-3-268x300.jpg?resize=268%2C300\" alt=\"\" width=\"268\" height=\"300\" srcset=\"https:\/\/i0.wp.com\/angry.net\/blog2\/wp-content\/uploads\/2014\/07\/The-Good-Idea-Fairy-3.jpg?resize=268%2C300&amp;ssl=1 268w, https:\/\/i0.wp.com\/angry.net\/blog2\/wp-content\/uploads\/2014\/07\/The-Good-Idea-Fairy-3.jpg?w=393&amp;ssl=1 393w\" sizes=\"auto, (max-width: 268px) 100vw, 268px\" \/><\/a><\/p>\n<p style=\"padding-left: 40px;\"><b>The Max software &#8212; plagued by issues that could keep the planes grounded months longer after U.S. regulators this week revealed a new flaw &#8212; was developed at a time Boeing was laying off experienced engineers and pressing suppliers to cut costs. <\/b><\/p>\n<p><a href=\"https:\/\/i0.wp.com\/angry.net\/blog2\/wp-content\/uploads\/2014\/09\/Epic_Facepalm_by_RJTH.jpg\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-medium wp-image-15907\" src=\"https:\/\/i0.wp.com\/angry.net\/blog2\/wp-content\/uploads\/2014\/09\/Epic_Facepalm_by_RJTH-300x225.jpg?resize=300%2C225\" alt=\"\" width=\"300\" height=\"225\" srcset=\"https:\/\/i0.wp.com\/angry.net\/blog2\/wp-content\/uploads\/2014\/09\/Epic_Facepalm_by_RJTH.jpg?resize=300%2C225&amp;ssl=1 300w, https:\/\/i0.wp.com\/angry.net\/blog2\/wp-content\/uploads\/2014\/09\/Epic_Facepalm_by_RJTH.jpg?resize=500%2C375&amp;ssl=1 500w, https:\/\/i0.wp.com\/angry.net\/blog2\/wp-content\/uploads\/2014\/09\/Epic_Facepalm_by_RJTH.jpg?w=900&amp;ssl=1 900w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>Once again, bean counters end up costing companies far more then their short term savings. In this case, they offshored the coding to India, specifically, HCL, which has NO experience in writing software for aircraft controls systems.<\/p>\n<p style=\"padding-left: 40px;\"><b>Increasingly, the iconic American planemaker and its subcontractors have relied on temporary workers making as little as $9 an hour to develop and test software, often from countries lacking a deep background in aerospace &#8212; notably India. <\/b><\/p>\n<p style=\"padding-left: 40px;\"><b>The coders from HCL were typically designing to specifications set by Boeing. Still, \u201cit was controversial because it was far less efficient than Boeing engineers just writing the code,\u201d Rabin said. Frequently, he recalled, \u201cit took many rounds going back and forth because the code was not done correctly.\u201d <\/b><\/p>\n<p><a href=\"https:\/\/i0.wp.com\/angry.net\/blog2\/wp-content\/uploads\/2015\/03\/headdesk.jpg\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-medium wp-image-17445\" src=\"https:\/\/i0.wp.com\/angry.net\/blog2\/wp-content\/uploads\/2015\/03\/headdesk-300x225.jpg?resize=300%2C225\" alt=\"\" width=\"300\" height=\"225\" srcset=\"https:\/\/i0.wp.com\/angry.net\/blog2\/wp-content\/uploads\/2015\/03\/headdesk.jpg?resize=300%2C225&amp;ssl=1 300w, https:\/\/i0.wp.com\/angry.net\/blog2\/wp-content\/uploads\/2015\/03\/headdesk.jpg?w=449&amp;ssl=1 449w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>The Bloomberg article goes on to say that Boeing benefited from outsourcing the coding to India in several ways. First, costs since Indian coders are cheap. Second, there were a few \u201cDeals\u201d made with India that benefited Boeing. In the end, it was all about cutting costs.<\/p>\n<p style=\"padding-left: 40px;\"><b>Engineers who worked on the Max, which Boeing began developing eight years ago to match a rival <a href=\"https:\/\/www.bloomberg.com\/quote\/AIR:FP\" target=\"_blank\" rel=\"noopener noreferrer\">Airbus<\/a> SE plane, have complained of pressure from managers to limit changes that might introduce extra time or cost. <\/b><\/p>\n<p style=\"padding-left: 40px;\">\u201c<b>Boeing was doing all kinds of things, everything you can imagine, to reduce cost, including moving work from Puget Sound, because we\u2019d become very expensive here,\u201d said Rick Ludtke, a former Boeing flight controls engineer laid off in 2017. \u201cAll that\u2019s very understandable if you think of it from a business perspective. Slowly over time it appears that\u2019s eroded the ability for Puget Sound designers to design.\u201d <\/b><\/p>\n<p>First, Airbus. Airbus is controlled by the European Union, and they have no problem shoveling huge amounts of government money into the company. The goal isn\u2019t to build planes, but to provide a jobs program.<\/p>\n<p><a href=\"https:\/\/i0.wp.com\/angry.net\/blog2\/wp-content\/uploads\/2014\/07\/surrender-monkey.jpg\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-medium wp-image-15457\" src=\"https:\/\/i0.wp.com\/angry.net\/blog2\/wp-content\/uploads\/2014\/07\/surrender-monkey-300x300.jpg?resize=300%2C300\" alt=\"\" width=\"300\" height=\"300\" srcset=\"https:\/\/i0.wp.com\/angry.net\/blog2\/wp-content\/uploads\/2014\/07\/surrender-monkey.jpg?resize=300%2C300&amp;ssl=1 300w, https:\/\/i0.wp.com\/angry.net\/blog2\/wp-content\/uploads\/2014\/07\/surrender-monkey.jpg?resize=150%2C150&amp;ssl=1 150w, https:\/\/i0.wp.com\/angry.net\/blog2\/wp-content\/uploads\/2014\/07\/surrender-monkey.jpg?resize=500%2C500&amp;ssl=1 500w, https:\/\/i0.wp.com\/angry.net\/blog2\/wp-content\/uploads\/2014\/07\/surrender-monkey.jpg?w=640&amp;ssl=1 640w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/a><\/p>\n<p>Second, and I\u2019ve seen this happen way to many times, the accountants who take control of the financing and costs of development are incapable of seeing the bigger picture. Most of them have no technical background, and when they are the ones making decisions, quality drops and fast. They might make their numbers in the short term, but in the long term, they can bankrupt a company with recalls and lawsuits. Boeing is going to be very lucky to exist if this isn\u2019t cleaned up quickly.<\/p>\n<p style=\"padding-left: 40px;\"><b>Rabin, the former software engineer, recalled one manager saying at an all-hands meeting that Boeing didn\u2019t need senior engineers because its products were mature. \u201cI was shocked that in a room full of a couple hundred mostly senior engineers we were being told that we weren\u2019t needed,\u201d said Rabin, who was laid off in 2015.<\/b><\/p>\n<p>I\u2019m sure that manager was ordered to say that. Usually, managers at that level understand what a load of horse manure such statements are. They also tend to start putting together CYA files to protect themselves when things, inevitably, go wrong.<\/p>\n<p style=\"padding-left: 40px;\"><b>Multiple investigations \u2013 including a Justice Department criminal probe \u2013 are trying to unravel how and when critical decisions were made about the Max\u2019s software. During the crashes of Lion Air and Ethiopian Airlines planes that killed 346 people, investigators suspect, the MCAS system pushed the planes into uncontrollable dives because of bad data from a single sensor. <\/b><\/p>\n<p style=\"padding-left: 40px;\"><b>That design violated basic principles of redundancy for generations of Boeing engineers, and the company apparently never tested to see how the software would respond, Lemme said. \u201cIt was a stunning fail,\u201d he said. \u201cA lot of people should have thought of this problem \u2013 not one person \u2013 and asked about it.\u201d <\/b><\/p>\n<p><a href=\"https:\/\/i0.wp.com\/angry.net\/blog2\/wp-content\/uploads\/2015\/03\/head_up_ass.jpg\"><img data-recalc-dims=\"1\" loading=\"lazy\" decoding=\"async\" class=\"aligncenter size-medium wp-image-17422\" src=\"https:\/\/i0.wp.com\/angry.net\/blog2\/wp-content\/uploads\/2015\/03\/head_up_ass-266x300.jpg?resize=266%2C300\" alt=\"\" width=\"266\" height=\"300\" srcset=\"https:\/\/i0.wp.com\/angry.net\/blog2\/wp-content\/uploads\/2015\/03\/head_up_ass.jpg?resize=266%2C300&amp;ssl=1 266w, https:\/\/i0.wp.com\/angry.net\/blog2\/wp-content\/uploads\/2015\/03\/head_up_ass.jpg?w=350&amp;ssl=1 350w\" sizes=\"auto, (max-width: 266px) 100vw, 266px\" \/><\/a><\/p>\n<p>Honestly, forget the criminal and civil actions, (Although they should be continued), it\u2019s now time for the shareholders who hold Boeing stock to start looking at replacements for the entire senior management team. Get rid of the MBA\u2019s and bring in actual engineers with a business background.<\/p>\n<p>Boeing\u2019s share price, while in the $350\/share range, has dropped significantly since this mess came to light. This report by Bloomberg is not going to help. In the end, this disaster is going to cost Boeing billions, with the worst case being that every single 737 MAX is recalled and scrapped.
