Colin Kahl \u2013 President Biden\u2019s pick for Under Secretary of Defense for Policy \u2013 led a Stanford University center with a \u201cyears-long\u201d relationship with the Chinese Communist Party and People\u2019s Liberation Army, including attending conferences \u201csponsored\u201d by the Chinese government.<\/b><\/p>\n

Kahl joined the center in January 2018 as a Senior Fellow at Stanford\u2019s Freeman Spogli Institute for International Studies, serving<\/a> as Co-Director of\u00a0the\u00a0Center for International Security and Cooperation\u00a0(CISAC). <\/b><\/p>\n

According to a National Committee on U.S.-China Relations (NCUSCR) report,<\/a> CISAC has hosted fellows from a host of Chinese military and government-linked entities, including those flagged by the Federal Bureau of Investigation (FBI) for espionage and blacklisted by the U.S. government: <\/b><\/p>\n

CISAC hosts visiting fellows from numerous foreign countries, including a number of Chinese scholars in residence with the Project on Peace and Cooperation. [\u2026] Fellows coming from China to the Project on Peace and Cooperation at CISAC have come from the Shanghai Academy of Social Sciences, the China Academy of Engineering Physics (the Ninth Academy), the Central Party School, the National Defense University, and the Foreign Ministry.<\/b><\/p>\n

One entity \u2013 the Shanghai Academy of Social Sciences \u2013 has been used as a \u201cfront group for Chinese intelligence collection and overseas spy recruitment,\u201d according to the FBI. <\/b><\/p>\n
