Don’t play the lottery in Illinois

Good day all. As you should know, most states that are run by Democrats generally have severe fiscal problems. One of the worst in the nation is Illinois. For all intents and purposes, the state is bankrupt.

This is having an effect on people who may have one a jackpot playing the lottery. Even though they have won, Illinois is not paying out the prize money. Here is the story from Time:

Big-time Illinois Lottery winners aren’t getting the largesse. They’re getting left out. Without a state budget agreement two months into the new fiscal year, there’s no authority for the state comptroller to cut checks over $25,000. That means smaller winnings can be paid out, but not the larger lottery wins.

I’m not going to comment on the legal ramifications since I’m not qualified to do so. However, this looks like a simple contract agreement that Illinois is violating. To continue.

Susan Rick, who lives in Oglesby, Illinois, planned home fix-ups and a visit to her daughter after her boyfriend won $250,000 last month. But they were told to wait. Rick tells the Chicago Tribune that if the situation were reversed, the state would “come take it, and they don’t care whether we have a roof over our head.”

You have that right. The state wouldn’t hesitate to throw you out on the street or even in prison. But then, we’re just serfs and the Government is all. According to the Chicago Tribune:

“The lottery is a state agency like many others, and we’re obviously affected by the budget situation,” Illinois Lottery spokesman Steve Rossi said. “Since the legal authority is not there for the comptroller to disburse payments, those payments are delayed.

Isn’t the lottery accounts kept separate from the general funds, at least a sufficient amount to cover any and all winnings? I know that when someone wins the jackpot, they are offered the choice of an annual payout or a lump sum. Ever notice that most people take the lump sum, even though the total amount paid out is less? I think we see one of the reasons in the mess in Illinois. People are afraid they won’t see their winnings. This should have been taken care of when the lottery was first implemented.

Longtime lottery and gaming consultant Matthew Smith said Illinois lawmakers and lottery officials should have found a way to ensure winners were promptly paid regardless of whether there was a budget in place because failing to do so risks destroying consumer trust in the lottery. “Any other brand that would come back and say, ‘Well, we promised we would have this product, this service, and you will get it but we just can’t tell you when’ — any other brand that would do that to you, you would never use again,” said Smith, vice chairman of Shapiro+Raj. “Is it going to affect their play? I think in the short term, if the state is able to find a way to get (winners) paid and paid quickly, and kind of puts this aside as a glitch, they can probably save things.”

People could accept a short delay. It would annoy them, but walking barefoot through piles of cash would fix that in short order. However, if the delay goes on to long?

But if the delays stretch on indefinitely, Smith said, word will spread — especially if it affects people who play regularly. “If that news just continues to go viral, and it goes back to their neighborhoods and people are talking about it, I think it could have an impact,” Smith said. “And even if it affects sales by a percent or two, that’s bad for the lottery.”

Illinois is a Democrat run state. This staggering level of incompetence and gross negligence is part and parcel of any city or state that is controlled by the Liberal Democrats and has been for decades. Now they are down to confiscating by nonpayment the prizes won by lottery players. If you like to play the lottery, and I have been known to buy a ticket under extreme levels of greed, then do so in a state that is fiscally sound.
